Why registering a dog is mandatory in the Netherlands

Registering a dog is not only a smart choice for every dog owner, it is also mandatory under Dutch law. Since 2013, a national regulation has been in place for the Identification & Registration (I&R) of dogs. This means that every dog must receive a unique chip and be registered in a recognized database such as PetBase. The reason for this is clear: it helps combat illegal dog trade, prevents abuse by breeders, and ensures that lost or stolen dogs can be quickly reunited with their owners. Thanks to the chip number and registration, your dog can be identified at any time.

The obligation applies to puppies within 14 days after birth, to dogs from abroad within 14 days after import, and in cases of ownership transfer. If you do not comply with this registration requirement, you may receive a fine from the NVWA. Registering your dog is therefore not optional, but a legal responsibility. What do you need to correctly register your dog with PetBase?

For a valid and official registration of your dog with PetBase, you need several pieces of information. First and foremost, it is important that your dog is chipped with a 15-digit ISO-certified chip. This chip number is the core of the registration. Without a chip, you cannot register your dog in the government's I&R system. Your veterinarian can perform the chipping quickly and safely. Always ask for a chip certificate as well, so you can accurately copy the number.

In addition, you may need a UBN-number ChatGPT zei: a Unique Business Number (UBN). As of April 8, 2025, this is legally required when registering dogs that are not yet known to the RVO, such as in the case of puppy births, the import of a dog, microchipping, or issuing an EU pet passport. As a keeper, you can easily apply for this number via my.rvo.nl with DigiD. The UBN is linked to your home address and makes it clear that you are responsible for the dog in question. The one-time cost is €22.28 starting in 2025. Have you taken over a dog that is already correctly registered and just want to transfer ownership? Then a UBN is usually not required.

Het registreren van je hond is verplicht volgens de Nederlandse wet. Door registratie wordt het makkelijker om je hond terug te vinden in het geval van vermissing. Ook helpt het bij het traceren van honden bij gezondheids- of gedragsproblemen.

Reporting your dog or cat missing is easy in PetBase. Look up your registration at https://www.petbase.eu/chipnummer-zoeken. On this page, enter the 15-digit number of the chip and click on the 'Search' button. After that, you will see the animal details and then click 'Log in and change'. Do you have a my.petbase.eu then you can select your pet via 'My Pets' and make your missing report there. Extensive help can be found on our support page

A transfer code is required to transfer a pet registration to a new owner. Also called transfer code and without this code it is not possible to transfer the animal to another holder / owner. The old owner can request this in the my.petbase.eu portal and give it to the new owner. More information can be found at the PetBase support portal.  

You cannot make (address) changes by phone. Changing is done via our website, option use the search option by filling in the chip number and log in via the 'Log in and change' button. And then log in via the 'Log in and change' button.

For registrations made before 9 November 2021, a form number is necessary. Registrations after this date can work with a My PetBase account and no longer need a registration number, then everything works with a transfer code. No changes can be made to the database without a number or code. The chip number and registration/form number can be found on the blue form or in the e-mail provided at registration.

Only the unique combination of these two numbers gives access to changing your data in the database. This prevents fraud and protects your privacy. We can only search by chip or registration/form number and not by name or address. The chip number can be read by your vet or chipper. You can do several other things to find out the registration/form number.
