More than 700 dogs seized by NVWA: 'Large-scale neglect'

The Public Prosecution Service demands twenty months in prison, ten of which are conditional, against 69-year-old dog breeder Jan P. from Eersel. He has repeatedly been accused of serious animal neglect. The NVWA took a total of more than 700 dogs seized after several inspections during which serious irregularities were found. 

A case has also been filed against his ex-partner, 50-year-old Stephanie D. fifteen-month prison sentence demanded, of which ten are also suspended. Both are alleged to have ignored their duty of care for their animals for years, despite warnings from the NVWA (Netherlands Food and Consumer Product Safety Authority).

Ban on keeping animals

In addition to the prison sentences, the Public Prosecution Service is demanding that both suspects be banned from keeping animals. The Netherlands Food and Consumer Product Safety Authority (NVWA) had already imposed this ban after inspectors repeatedly found serious abuses.

According to the NVWA (Netherlands Food and Consumer Product Safety Authority), the animals—primarily dogs, but also goats, pigs, ponies, and rabbits—lived in filthy, cramped cages, often in their own feces. They lacked adequate clean drinking water, and many required medical care.

Failure to heed warnings

Although the NVWA warned the breeding facility several times, structural improvements were not made. In March 2024, the NVWA decided to take decisive action and closed the dog breeding facility. Inspectors then again found dozens of neglected animals.

The case came to light after the animal rights organization House of Animals released undercover footage in 2022. This footage showed the appalling conditions in which the animals were kept. The organization filed multiple charges against the breeders.

Fokker denies, ex-partner admits problems

Jan P. continues to deny all allegations. He claims his business has always been in good order and the animals were healthy. His ex-partner Stephanie D. admitted during the trial that there were problems, but she claims these arose from the growing number of dogs after sales declined due to negative media attention.
