As a professional breeder, you must meet strict legal requirements: you need a Chamber of Commerce registration, request a UBN number, and report every birth, import, and transfer to the RVO. An hobbyfokker on the other hand, breeds occasionally, without commercial purposes, and often has no Chamber of Commerce or UBN obligations. While a hobbyfokker may sometimes get by with limited registration, professional breeders face much stricter standards.
